LONDON, May 6 (Reuters) - Queen Elizabeth plans to attend major celebrations to mark her 70 years on the British throne next month, Buckingham Palace said on Friday, but two out-of-favour royals, Princes Andrew and Harry, will be excluded from one traditional event.
The 96-year-old, Britain's longest-reigning monarch, marked seven decades as queen in February, and four days of "Platinum Jubilee" events to recognise that landmark are being held at the start of June.
Elizabeth has been struggling with mobility issues, meaning most of her recent public engagements have had to be cancelled, but Buckingham Palace said she did plan to be at a number of events.
"Her majesty is looking forward to the weekend and will be taking part in the celebrations, but her presence will not be confirmed until much nearer to the time or even on the day itself," a palace spokesperson said.
The four days of events start on June 2 with the annual "Trooping the Colour" military parade in central London, followed by a thanksgiving service at St Paul's Cathedral, a concert outside Buckingham Palace, and a pageant through the British capital on subsequent days.
One feature of all major royal occasions is the gathering of the royal family to wave at crowds from the palace balcony. But, the queen has decided neither her son Prince Andrew nor grandson Prince Harry will be there this time.
Andrew's stock has plummeted after he settled a U.S. lawsuit in which he was accused of sexually abusing Virginia Giuffre when she was a teenager in February.
He had already stepped down from public duties because of his connections to the late convicted U.S. sex offender Jeffrey Epstein, and has been stripped of military titles and royal patronages and is no longer known as "His Royal Highness".
Harry, younger son of heir Prince Charles, also gave up royal duties and lost his patronages after moving with his American wife Meghan to Los Angeles, from where they have delivered barbs and accusations of racism against the royal household.
"After careful consideration, the queen has decided this year's traditional Trooping the Colour balcony appearance ... will be limited to her majesty and those members of the royal family who are currently undertaking official public duties on behalf of the queen," the palace spokesperson said.
There has been much speculation in the British press about whether Harry, who has been in a dispute with the government over security arrangements that caused him to miss his grandfather Prince Philip's memorial service in March, would return for the Jubilee. read more
His spokesperson confirmed he would be there with Meghan and their two children, son Archie and daughter Lilibet, who was named after the queen. The family was "excited and honoured" to be attending, the spokesperson said in a statement.
A palace source had said Harry, Meghan and his children remained "much loved members of the family" and that those absent from the balcony moment "will be invited to events".

Dave Chappelle's attacker was slapped with four charges including battery and assault - all misdemeanors - after LA's woke DA George Gascon announced he would not pursue felony charges.
On Thursday, Los Angeles City Attorney Mike Feuer charged 23-year-old Isiah Lee with battery, possession of a weapon with intent to assault, unauthorized access to the stage area during a performance, and commission of an act that delays the event or interferes with the performer after the embattled DA referred the case to the city attorney.
If convicted, Lee could face 18 months in county jail, but because of overcrowding and COVID he might never make an appearance behind bars because of Gascon's decision to not press charges.
Feuer's swift charges are a stark contrast to DA George Gascon's decision, who made the decision not to pursue felony charges against Lee - despite the fact that Lee had a fake gun complete with a folding knife on him when he rushed Chappelle on stage.

When announcing the charges, Feuer seemed to throw shade at the DA, saying 'My office takes protecting public safety extremely seriously.'
Gascon's office - which is famously in favor of low-or-no-cash-bonds - decided he was not pursuing the most serious line of punishment and instead referred the case to Feuer,
Gascon's office recommended a misdemeanor charge because 'the evidence as presented did not constitute felony conduct,' according to ABC.
On Tuesday night, Lee ran on stage at the Hollywood Bowl yielding the knife that was hidden inside a gun.
Chappelle, 48, was able to sidestep him and was unharmed. The attacker was then arrested at the scene, and taken to hospital with a broken arm.
There were immediate questions over security at the event and how the man could have smuggled in the weapon.

Chappelle has not yet reacted to the decision.
Yesterday, he said via a representative that he did not want the incident to 'overshadow' a great event.
'Dave Chappelle celebrated four nights of comedy and music, setting record-breaking sales for a comedian at the Hollywood Bowl....and he refuses to allow last night's incident to overshadow the magic of this historic moment.'
'As unfortunate and unsettling as the incident was, Chappelle went on with the show,' his rep said.
Netflix and the Hollywood Bowl said they were cooperating with the police investigation into what happened.
Gascon, a 67-year-old former assistant chief of the Los Angeles Police Department, took over as district attorney in the heavily Democrat city in December 2020 and immediately embarked on a progressive justice reform agenda.
He has been vocal about his belief that the criminal justice system needs to focus more on intervention and rehabilitation, blasting 'tough on crime' policies as racist and a failure.
And following his first 100 days in office, he touted the changes he has made to the city's justice system - including limiting the use of sentencing enhancements like the ones lobbied against Hernandez.
The California penal code has more than 100 enhancements that could add time to a convict's sentence depending on the situation, most of which date back to when California was facing soaring crime in the 1980s and 1990s.
But under Gascon's reign, the use of those enhancements have been greatly reduced, with the Los Angeles County District Attorney's Office 5,138 enhancements during his first three months - a 71 percent drop when compared to the same time the year before, when former District Attorney Jackie Lacey was in power, according to LAist.
Under Lacey, prosecutors filed 715 gun enhancements between December 2019 and February 2020 under the state's '10-20-Life' law, which adds 10 years to a sentence if you use a gun during the commission of a robbery or any other crime.
The law also adds 20 years if the suspect discharges the gun, and 25 years if they wound someone in the process.
In Gascon's first three months in office, however, prosecutors filed only 106 gun enhancements - an 85 percent decrease.

Steve Burton's marriage is over after 23 years.
The General Hospital actor confirmed he and wife Sheree Burton have ended their relationship. In an Instagram Story on May 4, he wrote, "I wanted to clear something up. Sheree and I are separated."
He also alleged that while Sheree is pregnant, the baby is not his. "She recently announced that she's expecting her 4th child," he wrote. "The child is not mine." It's unclear if Sheree has a new partner.
Steve and Sheree married in 1999 and share children Makena, 18, Jack, 16, and Brooklyn, 7.
"We are still co-parenting our three beautiful kids," he said in his post, adding, "We would appreciate privacy at this time. Much luv, Steve."
Sheree, who describes herself as a nutrition and fitness coach, has not publicly commented on Steve's announcement. E! News has reached out to her for comment but has not heard back.
In recent months, Sheree has reflected on her "mistakes" in her life. "If you could go back, what would you tell your younger self?" she captioned a photo in January. "I would have said.. Follow your passions.. People will hurt you, but always be kind and take the high road.. Don't be afraid to fail or try new things.. Learn from your mistakes because you will make mistakes..it's ok! You are strong, brave, beautiful and capable of anything you put your mind to. Life is short, so live it and love everyone."

After walking the red carpet at the Met Gala in a gold Versace gown, Cardi stood on top of the bar of the Standard and encouraged guests at her afterparty to “take a shot right now, everybody take a line.”
In videos seen by Page Six, the “Bodak Yellow” rapper also told the crowd, “Make sure you got your drinks, make sure y’all do your little [lines]. Whatever the f–k you have to do. We got to turn the f–k up. I want everybody dancing!”
However, Cardi insists it was just “a joke,” and told fans via Instagram Live on Tuesday that she feels like she’s the celebrity “that always be in the principal’s office.”
“Fame has turned me into a prisoner,” she added.
Cardi, 29, went on to explain that she woke up Tuesday morning to calls about what she said about drug use going viral online.
“I make one joke as a hostess because I am hosting a party and it gets twisted. Why can’t every celebrity joke around and say slick s–t?” she told her followers, admitting she’s “scared” to make any wrong moves.
“I’m tired. I can’t be myself anymore,” she continued. “Anything that will go on social media is always bad. If I could click my f–king feet three times and go back to f–king 2013 when I was just a regular bitch, dancing and making money every single night, that is where I want to be. That’s when I was me.”
Cardi then said that this “whole go by the book, gotta watch what you say, gotta watch what you do” thing is just not her.
“I don’t even understand how I always get in trouble,” she added.
Other stars at the swanky party included Wendy Williams, Jared Leto, Emily Ratajkowski, Ziwe, Awkwafina, Maise Williams and Justin Theroux.
